$ cordova plugin add com.red_folder.phonegap.plugin.availabilitymonitor
The plugin can be installed using the following commands (this assumes you are familiar with the Cordova Android Getting Started):
<content src="availabilityMonitor.html" />(add the content node if not already present)
You should be able to run this example. To use the example:
Create the monitor, for example:
Start the Monitor Service by clicking on the Toggle
The background service will start monitoring the availability of www.google.com. This data will be saved into a database, with the results available for later use.

This is a very early version of the plugin and is under active development.
